While we are on the subject could any of our non USA based listers comment on 
car inspection, emission testing, license plate, drivers licensing?

Does MOT mean Ministry of Transportation?  Are these safety inspection 
centers run by the government or local garages?

In the state of Pennsylvania USA we have a annual safety inspection and 
emission test for higher population counties. Safety consists of brakes, 
steering, body rust holes, tires lights and such. Prior to 1980 this check 
was done every 6 months.   This is performed by any licensed local garage for 
~ $ 20.00

Emission testing consists of a idle test for pre 75 to 81 cars and a idle 
plus 2500 rpm test for 82 and up.  The older cars can pass the idle test if 
they are in good condition, carbed early 80's cars have a harder time 
passing.  Fuel injected cars pass easily unless there is a parts failure.  
Cars 74 and older need no test.  Cars in eastern PA have a loaded dyno test 
to simulate 25 Mph level road.  This is performed by any licensed local 
garage, with regional referee stations to administrate  exemptions.  Cost is 
$ 20 to $ 40  

Vehicle license plates are issued to the driver and are transferable, with 
proper paperwork, to any car they own.  If I remember correctly,  passenger 
cars are ~ $ 35 ,  " 1/2 ton" capacity pick up trucks are ~  $ 54, "3/4 ton" 
~ $ 80, " 1 ton" ~ $ 135 Per year.  1/2 and 3/4 ton trucks are common 
personal use vechiles while 1 ton is  common for light commertial/ personal 
trailer towing.  All truck weights listed above usually share the same body 
shell.

Drivers licenses are issued with a driving test administrated by the state 
police.  They are good for 4 ? years and are renewed by taking a vision test. 
 The licenses have the drivers photo on the left side. Cost ~ $ 20 for 4 
years.

Gasoline tax amounts to ~ $ 0. 43 per gallon this is split three ways.  I 
think the bulk goes to pay for roads.

Each time a car is sold sales tax is sent to the state, even on private 
sales.  There are some exceptions for gifts, parent to children,car going out 
of state and such.  If the seller underrates the cost of a newer car, the 
average retail price is used for the tax unless the car can be proven to be 
of lesser value.  With older cars ( ~ 8 +) the sellers price is used.    Gee, 
I wonder why so many cars are sold for $ 100  ;+)
