I'm not sure where you got these lamps or the brand, but they sound like a
rare bird. The second lamp is refered to as a "city light". It's used in
some urban areas of Europe, where conventional headlights are not allowed.
The lights amount to bright parking lights. (Parking lights as common to
the US. Parking lights in Europe are used when the car is...parked.)
