PS I found some stainless steel socket-head bolts that fit there; I think 
they're 3/8 x 24 x 1 1/2". Makes it possible to remove them later. Now 
whether SS is acceptable is debatable, but, the concept works.

Welding washers sounds easier than my thought to weld up the hole and
redrill - the hard part being getting the holes in the right place.

On stainless steel bolts to mount shocks: I used grade 8 socket head bolts
(black annodized) and anti-sieze.  I woudl shy away from using something so
soft as hardware store SS bolts here.
