I had a similar problem and discovered that I had reversed the low impedance
running light leg and high impedance brake/turn signal leg on the tail
lights. It's an easy mistake to make as the tangs are not labeled. You
kinda have to follow them to the actual button on the bottom of the lamp and
see which one goes to the brake/turn signal filament.
Also check inside the rubber boot, as you can have these connections
touching when the get pushed back after you insert the bulb, if they are
facing the wrong direction once you slip the boot over. It isn't a short
until you apply voltage to the circuit through the signal switch. To
verify, remove the connections to all the turn signal bulbs one at a
time...try the switch...do another...until you find the one that's doing it.
I find the process of elimination works for these types of problems. Fuses
are cheap when you consider how that beautiful day was marred by the Prince
of Darkness.
One time I had a short in the harness below the drivers seat in the
Spitfire. Every time you would push back on the seat, a fuse would blow.
Another time I had a bulb come loose inside the license plate lite. Every
time you would go over a bump, it would lodge itself intermittently between
the contact and the casing. Drove me NUTS!

Darn ghosts in the machine! The new main harness is fully installed. Lots of
new parts too. All connections checked and double checked, bulbs and sockets
cleaned etc etc etc. Di elec grease on all. . And the ghost of Lucas is
back. Most annoying an intermittant short in the signal/voltage
stabalizer/guage power (brakeslights?, back-up lights?) circuit (green). No
problem, no problem, no problem.....blown fuse!!! Use a bulb wired across
the fuse, dull glow w/ ign on, no glow /w volt/stab. disconnected, little
brighter glow w/ signal switch on, etc.... all nominal as far as I can tell.
Repalce fuse...take a drive in the country, beautiful sunny day in the Wine
Country. All systems at par everything works. Stop at a roadside cafe for
soup and salad and beer. Enjoy scenery! Back to the gleaming roadster, turn
on signal left out of parking lot, no signal...no fuel/temp guages. Blown
Fuse....... !!!!!!
Intermittant short in volt stab????? Brake lights???? Reverse lights????
Some kind of failure in electronic flasher unit???
