You should be able to find the laws for every state in the union

Having seen just how confused the workers at the DMV in the People's Republic 
of California are, I'd guess they will ask for the title in almost any state. 
 If you are well informed enough, you _may_ be able to talk them out of it.

BTW, I believe all states in the US now require titles new for motor vehicles. 
 According to info on their web site, Maine has done so since 1976 ...
