Douglas,
        Is the wood veneer itself lifting, or is it just the plastic coating?  
If 
it's just the plastic, you can save the original dash.  
        I tried various paint removers, and hand sanding, but the trick is 
this:  use a heat gun and a scout knife.  That plastic will peel off as 
easy as peeling an apple.
        No need to buy a new dash panel.  Just lightly sand off any 
remaining plastic residue with a 150, and then a 220 grit adalox 
paper.  I used Minwax Walnut stain, as this matched the original color 
on the inside of the glovebox lid.  Top it off with a few coats of 
Minwax satin finish Spar urethane.  Finally, brush the edges of the 
board and the gauge cutouts with brown enamel paint.
        The gauge gaskets I got from TRF were nothing more than 
correct diameter O-rings.  They worked fine.
        If the wood veneer is lifting, you've got another whole job.  
Veneers are available, but the French walnut veneers on the TR dash 
are very thin.  Are you a woodworker?  It would take some skill to 
make it look right.
