That was actually the 'wear limit' figure, it appears on page 13 of the
(Bentley reprint) Driver's Instruction Book :
"When the rate becomes higher than 1 gallon per 1,000 miles (1 litre per
400km), it will be desirable to use the next heavier grade of the brand
of oil you normally employ."

The 3000 mpg (1,100 km per litre) figure appears in the 'General Data'
section of the Service Manual (page 3).

It's interesting to note that the original manuals followed the
'American' convention of using a comma to separate thousands from
hundreds, and a period to separate units from tenths, rather than the
present European (?) system of using a comma to separate units and
tenths.  Must've been part of metrification.
