to varying degrees until the car reaches that " hot " temp. Is that 
acceptable? Is  driving with the choke out harmful? At cruising speeds I
can 
push it in but at lights I have to pull it out until the car gets warmed
up.

Does the fuel gauge read high as well.  You may not have a cooling problem
at all but rather a defective voltage stablizer.  It is mounted to the
backside of the spedo or tach and and provides a stable 10 volts to the
temp and fuel gauge.  If it puts out full battery voltage your gauges will
read high.  Take your volt meter and check the light green wire.  It should
be constantly switching between battery voltage and zero at a once per
second rate.  (more 12 volts than zero)  If it is a steady battery voltage
check the ground.  If that is good you need a new one of you need to adjust
the gauge reading in your mind.  That is near red OK, into red warning,
full scale + over heat.

As far as the choke goes, it may be that your carbs are set too lean.  You
didn't say whether you have SU or Zenith carbs, but a little more rich
might solve your problem.
