As I believe someone else said, the conical spring was a device popular in the early seventies to keep thieves from pushing a hose into the tank to siphon out Gas. It was supposed to lodge in the neck deep enough to allow the filler hose to work, but not allow a hose to reach into the gas. Someone must have pushed it all the way in.
