The wires only carry a stream of electrons.  Positive ground simply means 
that the frame is connected to the positive terminal on the battery.  So, 
yes, the wires (that aren't connected to the ground) do have a negative 
charge, unlike modern cars, where the ungrounded wires have a positive 
charge.
