If it's not a stuck float it could be that the dual-SU setup may
not be compatible with the vacuum advance/retard or whatever you
have on your year of U.S. Spitfire.  If it idles wrong and
changing the timing fixes it, remember that the carbs are
supposed to fiddle the timing themselves via the vacuuum.  My
suggestion is to find out what vacuum controls were used on the
distributor that had the UK carb arrangement and try to duplicate
it.
