A fair question, Bob,
There have been a few times when I've had to turn my '65 Mustang rotors, and
the shop refused to do it because it would be below the
"minimum". I also inquired "Whose Minimum?". They showed me. On the Ford,
and the replacement rotors (Kelsey-Hayes made the
originals), the minimum thickness was clearly cast onto the rotor. So, it's
on the part and presumably set by the manufacturer in accordance
with government safety standards as they apply to this part. No use arguing
with them, they tell me the penalties for violation could cost
them their business.
On the other hand, the gauges used to determine final machined thickness are
not necessarily traceable to the National
Bureau of Standards.
