There exists a "critical mass" in the size of any form of management. Once
you exceed that size, any semblence of efficiency goes out the door.
It was sheer genius on the part of the founding fathers of the USA to
establish 13
individual countries with treaties in place so that they would fight "one
for all
and all for one". Unfortunately it did not work out and we have wound up
with one of the most top-heavy governments in the world. Oh well.
