Bill,
The gauge would read low if the voltage was low, you are right about
that. Whether 6 and 11 volts can average out to 10V depends on the
relative amount of time at each position - if it spends 4x as long at
11V than at 6V then that will average to 10V.
I'd agree, if the fuel gauge reads full when it is full, then it is less
likely to be the voltage regulator, and I'd get more suspicious of the
sending unit. I'm afraid I've no idea what the relationship should be
between temperature and resistance of the sending unit.
