The safety look is a safety item. It's one you'll almost assuredly
never need. Most cars with rear leaf springs do not have a safety look
or military eye as it's sometimes called. It also interferes with
clearance for a large wheel. All that said, I'd hesitate to cut it off
unless I actually needed to remove it.
Bushing the shackle pins to keep the leafs from separating is an old
performance trick that works well. It helps keep the rear wheels from
drooping so far, and keeps the spring action more linear.
