There's a grain of truth hiding in it  But it's one of those things
that's gotten all twisted around and exaggerated.

The density of the gasoline won't change.  But the evaporation rate and
vapor pressure will.  On a hot day the gas more rapidly vaporizes,
putting less in your tank for the same amount coming out of the nozzle. 
If the gas station has their tanks stored above ground, this is even
more true as that gasoline is also hotter, not just the gasoline sitting
in the pump and nozzle line.

It's roughly akin to not parking your car out in the blazing sun, but
keeping it in the shade.  You will lose less gasoline that way.  This
was especially true back in the days of the vented gas cap and no
charcoal canisters.

How much will you save?  I honestly cannot say.   There's far too many
variables.

And no one is cheating the gas company this way.  Any more than
insulating your house cheats the power company.
