I always thought that bee keepers would be willing to take bees away for 
free.  I don't know where you are located.  I would call the local 
agricultural cooperative or some local beekeepers.  Of course, this assumes 
that these are actual honey bees.  If they're anything else, you're out of 
luck.  If the eviction strategy doesn't work out, the usual more drastic 
approach is to buy bee and wasp killer spray in an aerosol can.  It is 
designed to shoot pretty far.  25 feet up may be a bit of a challenge from 
the ground though.  Usually the best time to do such things is right after 
dusk.  My bet is that if they're honey bees, you'll find someone to take 
them and avoid the battle.
