The ancient Romans built aquaducts all over the Mediterrenean, but the
first real sewer systems were done in the late middle ages when Paris
became such a pestilent mess that even the government was moving out.
Many civilizations had mastered the problem of getting water *in*; few
had dealt with getting sewage *out*. The French spent millions of
livres and ripped up half the city installing sewers. Then, being
French, they've done little more in the last few hundre years...
