I also didn't want to remove the elbow.  I ordered a test plug, which
is basically a piece of neoprene with a bolt through it so it can be
expanded in place.

I used McMaster part # 2599K28  (MINI LOW-PRESSURE MECHANICAL TEST
PLUG, STAINLESS STEEL, FOR PIPE ID .47" TO .55"  )
