I have a 56K modem and was only getting 28k.  I found the problem was in
the phone lines in the house (16 yrs old). I checked the wiring to the
phone jacks in the house and found several places where there were
problems, plus the jack my computer was on was a DPO job with really
thin wire.  I rewired that jack and installed new jacks for the other
rooms, now the best I get is 49k, which I am happy with at the moment.
