Modem speed is also a function of your phone line. If your line has a lot of
static or you are a long distance to a central hub, your maximum speed will
be lower. Before you change providers, make sure your phone line can handle
the increased speed. Go to: http://www.3com.com/56k/need4_56k/linetest.html
This site will enable you to test your phone line. Also make sure your
provider handles the 56K format of your modem. Some modems are x2, some
K-Flex and some are compliant with both standards. I had to switch
providers because they only handled one 56k standard.

Most likely your ISP only has 28.8 Modems on the number you dial into.
Instead of emailing them call tech support. Or switch ISP's make sure to
look for one that has 56K connections advertised. And call tech support
first.
