Walt sends an interesting letter not from NHTSA but TO NHTSA from 
Safety Research & Strategies Inc.  They have a more detailed article in 
their newsletter.  http://www.safetyresearch.net/  They quote a 1986 
German study of 146 "aged" tires with a failure caused by tread 
separation.  The conclusions is that the failure rate increases with 
age.  They provide no information on the statistics used to come to 
this conclusion other than the older the tire the increased incidence 
of tread failure.  Aside from the lack of real data about the original 
of the tires and the small sample in comparison to the total number of 
tires or "aged" tires, the results are hardly conclusive.

In the letter Walt sent,  SRS has identified 70 cases ( most over the 
last 5 years) in which tires older than six years have failed from 
tread separations causing fatalities.  The source of these cases is

Goodyear LRE tire.  Over 176 deaths or injuries have occurred at a 
result of these tires BUT 27 MILLION OF THESE TIRES HAVE BEEN SOLD 
BETWEEN 1992 AND MID 2000.

Of note is all the German manufactures say their tires have a 10 year 
life including shelf time.

An interesting statistic is There were over 6 million reported 
automobile accidents in 2002 in the United States
Over 38,000 of those accidents were fatal
2.9 million people were injured in motor vehicle accidents in 2002
17,419 people were killed as a result of an alcohol-related automobile 
accident in 2002
This accounts for 41% of all traffic-related deaths
