The perimeter of the bottom (open end) of the seat cover should be the
same size or slightly smaller than the perimeter of the wood seat
bottom.  Cover's with permimeters larger than the plywood bottom will
cause puckering.

If the cover's perimeter is larger than the wood seat bottom you have
two choices.

1)  Open a seam at the back of the seat cover and restitch making the
cover's perimeter smaller or

2) Nail and glue wood stipping to the edge all across the back of the
wood seat bottom to increase the perimeter of the wood seat bottom. 
Blend the corners of this added piece into the existing corners of the
plywood bottom.

Once the perimeters match, you will have little trouble folding the
edges over.  I can send pictures of a seat bottom if you wish.
