You need to remove the steering wheel with it's stub shaft.

1)  Loosen AND REMOVER the bolt which locks the steering length
adjustment.
2)  Slide the clamp up.
3)  Under the clamp is an oblong key about 1/2 inch long.  Remove it.
4)  Slide the steering wheel, clamp, spring cover, and cup off.

At this point you may be able to jam the new felt in with the end of a
popsicle stick after removing the old one.
You may need to water wet the felt, and clamp it between two boards
until it dries out to compress the felt enough to get it into the
small space.

However, I've found it very difficult to do.

Although it sounds like more work, loosening the steering shaft from
the rack at the universal joint will make the job easier.  If you look
at the factory work shop manual, you will see that the steering wheel
end of the steering shaft is larger than the shaft itself.  Look just
under the number 46 and above the clamp to see this larger section.
If the shaft is slid towards the cockpit about 5 inches, you have more
room to get the felt in.  The shaft then is slid back down using a
twisting motion.  This compresses the felt.
