  TD wipers that don't wipe?  Sounds pretty normal to me.  
  No, just kidding.  They are pretty reliable things that run for years.
Slowly, so you might not think they are running, but they are.
   Two causes I can think of right off:
     The wiper arm is slipping on the shaft that sticks through
windscreen,
     The tiny drive pin through the shaft and into the collar has
sheared.

  Pull off the levers and the cover.   Put the levers back on.  See that
the little lever is for the switch and that the other pulls to engage and
to park the wiper gears, and that it swings when the motor is driving the
mechanism.
  There should be a tiny pin through the shaft that engages in a cut-out
on the outer shaft/tube.  

   While you have it apart, give it a good cleaning and change the
grease.  Chances are that the grease is pretty hard and that the bearings
haven't been oiled since the car was new.  A few minutes doing that will
keep the wipers happy.  Inspect the seal on outside of the windscreen
frame. If it perishes, rain can get down into the housing via the shaft,
fill it and short the electrics.
