Whether or not a thermostat bypass is necessary depends on how the engine
and cooling system are designed.  What is appropriate for the Metro
A-Series is not necessarily appropriate for other cars.

Not all modern thermostats have that bleed hole.  Again, that is
determined by the design of the cooling system for which the thermostat is
intended.  In any case, when there is a bleed hole it's function is to
prevent air from being trapped in the engine water passages when the
cooling systemn is filled.  It is not intended to allow water flow through
the engine when the thermostat is closed, nor is it a large enough hole to
serve that purpose.
