I don't know who the seller is. But he clearly stated that the items
were packed and ready to ship in his auctions. The seller also
clearly stated the cost of shipping instead of waiting until the
auctions ended. He also started the lock set that you refer to for
less than a dollar. It seems that if you already know the cost of
shipping you have the ability to bid accordingly up to the
amount you are comfortable with.
Yesterday ebay announced new increased listing fees and a higher fee
percentage (See below) on final selling price for many items. It
doesn't seem justified by increased costs by ebay.
