Not that I'm recommending this, but perhaps a steering wheel club and some
rope or lashing straps could be used to tie the wheel from turning as
backup? If you can get the club locked where there is no play on the wheel,
It should provide plenty of leverage to keep the wheel from turning. In
case the lock goes.
