I used Closed Cell Foam to replace the horsehair pads on my car. Closed
cell is the same sort of stuff used in football helmets. Because the foam
cells are 'closed' the material doesn't hold water. I can't remember where
I got my foam but you could try some carpet places or some prosthetic device
places. People who repair sporting goods may know where to get it locally
as well. Look in the phone book under "Foam"?

There is/was a good amount of padding (horsehair?) that sat between the

and the body. Most of it has deteriorated to nothing and there is a fair
amount of rust underneath it. When the body and frame come back together,
