Your ammeter showing a high charge for a few seconds when you start the
car, dropping to zero is normal.  When you are starting the car the
starter draws a fair amount of power out of the battery.  When the car starts
that power is then put back into the battery.  Mnine doesn't show 30A
charge, but around 15~20A.

Is your battery still hissing with the new regulator?

Measure the voltage across the battery terminals with the engine running
and the ammeter showing a reading at zero.  You should be reading about 13.6
volts.  Any higher than about 14 Volts is a sign of overcharging.
