mikuni jets

I have an older set of solexes.  I took the jets out to 
clean them and am a little confused.  The two smaller 
jets on top seem to be plugged up.  Do these small jets 
have a hole through from the top to bottom, or does the 
fuel flow in at the holes in the side (emulsion tube) 
and out through the bottom?  The manual has several 
diagrams, but doesn't really say how the fuel(or air) 
flows through the small jets.
