Problem with old carbs

Friends - I am having problems getting the carbs on my 1965 1500 to
balance properly.  The front carb doesn't seem to be sucking as much air
as the rear.  Is it possible I have a air leak somewhere?  I have
replaced the insulator with a new one but have noticed a change in idle
speed when I spray around the insulator with carb cleaner.  It appears to
me that the rear carb is compensating the other and running faster?  I
don't know what else to check and am beginning to think about replacing
them with rebuilds.  I've noticed by visually checking the piston height,
I am not able to get carbs to run properly with same piston height on
both.  Somthing must be wrong and I am using about the same mixture screw
height as well.  The pistons seem to go up and down okay too.  I would
appreciate any comments you may have or if you know off good deals on
rebuilt carbs.  This may be a break from Rallye comments!!  Thanks - Ted
