Hi Bruce
You are most likely 180 degrees off.  The rotor is pointing to number 4
instead of number one. You really need to watch the valves to make sure they
are both closed as the piston travels to the top on it's compression stroke.
One valve would be opening while the other is closing if you were 180
degrees off as the piston is travelling up on it's exhaust stroke. Cycle
through a few times and you will see.

Does the distributor have gears that mesh or just two positions to locate
it? If it is a gear, you could be a tooth or two off. Otherwise you just
turn it to the other position, assuming it is indeed 180 off.
