This is ambiguous. 

Novice is easy to define, but "experienced driver," and "other driver,"
how do you define that?

I do.

Change from:
15.Passengers: Passengers are allowed at any time within the limits set
in the SCCA National Solo II Rules Section 1.4.  Any entrant may ride
as a passenger at any time without penalty

To:
15. Passengers are allowed at SFR regional events but are restricted
to non-drivers, Novices, experienced drivers riding as instructors with
Novices, and other drivers who have already taken their competition
runs.

(The SIIR limits apply with or without reference.)
