You need to change the "Highway" in Highway Patrol to "Border" to make
it Border Patrol. That road block is a US Border Patrol Check Point
checking for illegal aliens.
If you went northbound on I.S. 5 you would have another road block at
San Onofre but larger and longer on Sunday.
You have the wrong patrol.
