Yes. It's online on the SCCA site. It says:
4.3.1 Helmets
Helmets meeting the following standards must be worn while on
course: All helmets meeting the current or two immediately
preceding Snell Foundation standards (SA, K, or M), or SFI
standards 31.1A, 31.2A, 41.1A, or 41.2A are acceptable.
FIA approved helmets which are acceptable for use in Rally
events are acceptable for Solo II events.
In any case, in the 2003 and 2004 rules, it's the "current or two
immediately preceding" statement that's the letter of the rule; the
called-out years are just for clarification. As you can see, that was
pulled from the 2005 book to avoid making that mistake in the future.
