Eh? There are two problems here:
(1) If the de-facto, agreed-upon spec is different from the actual spec, and
therefore costs money to implement, then everyone has to spend money.
(2) Not everyone competing again him can use the same public spec, because
not everyone competing against him is driving the same kind of vehicle.
