I have to agree with you. The thing I really don't understand is
how, once anyone shows enforcement is not uniform, any tickets
should stick.
I generally try to gauge my speedometers by watching those "Your
Speed" signs with a radar gun. I think the onus on an individual
driver is high because everything's arbitrary. Radar guns do not
read the same, nor do speedometers. How do I know what speed I'm
going? Is speeding knowing that my speedometer says 70? If so,
I speed a lot. Is it knowing the true speed of the car? It
doesn't seem like it to me. Speeding seems to be going over what
some individual officer thinks is reasonable.

If I were in his current situation, I'd definitely hire a lawyer
and show up in person. At this point, it's the principle of the
matter.
