For those that are interested, here are the semi-official SM2 rules as

Note that SM2 is no more "anything goes" than SM is - it still has
displacement limits and minimum weights (although the weights are lighter
than SM, as one would expect)
SM2 deserves a fair and reasonably level playing field too:

II. PURPOSE
B. STREET MODIFIED 2 (Street Sports Modified)
To serve as a membership recruitment and retention tool by
providing a natural competition outlet for for auto enthusiasts using
streetable sports cars equipped with drivetrain and suspension
modifications that are beyond those allowed in the Street
Prepared catagory, and for streetable sports sedans deemed
inapproprate for inclusion in Street Modified
III. CLASSES
B. Street Modified 2 (SM2), 1 class
IV. VEHICLE ELIGIBILITY
1.All sports cars (2 seaters, and 4 seaters on the SM Exclusion List)
2.All otherwise SM-legal sedans, excluded from SM due to failure to
meet minimum weight
3.All otherwise SM-legal sedans, excluded from SM due to failure to
meet displacement limits
V. ALLOWED MODIFICATIONS
All modifications (subject to the same allowances and constraints) as
the current SM rules. Note that SM2 uses the exact same ruleset
as SM, it is the eligibility requirements that differ. The one exception
is minimum weights:
Minimum Weights
All SM2 cars are subject to the following weight limits, by displacement
and driveline type:
Category 1 and 2 Cars (2-seaters and underweight sedans)
a) 0 to 3.0 litres, forced induction (OHC engines)
0 to 4.0 litres, forced induction (pushrod
engines)
Minimum Weight
FWD: 1600 lbs
RWD: 2100 lbs
AWD: 2300 lbs
b) 0 to 3.0 litres, normally aspirated (OHC engines)
0 to 4.0 litres, normally aspirated (pushrod
engines)
Minimum Weight
FWD: 1500 lbs
RWD: 1900 lbs
AWD: 2100 lbs
c) 3.01 to 6 litres, naturally aspirated (OHC
engines)
4.01 to 6 litres, naturally aspirated (pushrod
engines)
0 to 1.5 litres, (rotary engines)
Minimum Weights
FWD: 1700 lbs
RWD: 2200 lbs
AWD: 2400 lbs
Catagory 3 (over-displacement sedans)
a) Category 3 cars are to use the current minimum
weights for SM cars, as published in the SM rules
In the case of an under-weight, over-displacement SM
car, the SM weight limits shall apply.
(so in reality, an under-weight, over-displacement SM
car is not SM2 eligible)

As for the SM2 PAX - I really have no opinion, as the PAX is of no value
other than raw entertainment, and basing anything important on something as
intrinsically flawed as the PAX index is pure comedy. However, having said
that, I rather strongly doubt that SM2 will be faster than AP. Slicks,
better chassis allowments, and minimum weights you are allowed to strip the
car to meet trumps engine power in spades.
