How does club racing keep Spec tires from having cheaters?

I assume there's some way the whole tire manufacture, shipping to reseller,
sale, and shipping to customer can be controlled to make sure that a "Spec"
tire is a true Spec tire.

So there's more to having a Spec tire than just saying "Okay, only Kumho
712's allowed.  And they must be bought from the tire rack so they display
the official Tire Rack stamp in the side."

I agree the probability of a cheater sneaking in with Spec tires is lower,
but I'd like to know how Club Racing does it, and the success rates for it.

Since Club Racing does it, and I assume it works, seems like applying that
idea to a wide range of tires would best suit the STS class idea.  I'm just
opposed to having only one tire option since that just doesn't seem to fit
the STS class idea.  But I'm also assuming it wouldn't work having multiple
tires allowed as Spec to form the inclusion list I want.

I assume by the time I have enough budget to go to National$, I'd probably
also have enough budget for a 2nd set of Spec tires, but if I had to buy a
2nd set of tires, I would likely buy real tires and run in STR.

Making spec tires in STS as nat's would probably be a boon for STR!
