Brad- The shocks only control the rate at which the car transfers weight. They will not hold the car up, unless your talking air shocks. And you're right, hitting the bump stops is usually bad. Basically what happens is that you have a very sudden, very large, increase in spring rate (usually infinite) which will probably cause severe understeer. This is to say the least not what you want.
