This may have already been suggested but it's another thought,  How about ALL 
stock class cars run  STOCK swaybars.  Pretty simple, no cost, no fairness 
issue either?  But does it really matter, all aspects of auto design(stock) 
are a compromise and we all will find the best solution the rules will allow.
