Sounds like the inner rocker box and/or panel has rotted. If the outer
rocker panels are good, the flex is from the "box" frame that is built
inside of the rocker. Pretty deep surgery, and they should have been
inspected/repaired when (if) the rockers were replaced. The only way in
there is to remove the rocker panel. I would find a "better" shop to look
at it, since these two don't seem to know whats inside there...
