Jim---These "fish eyes" can be the result of high spots on the metal, oil or other contaminants on the surface, or incomplete mixing of the paint. (At least these were the causes when we found this when in the metal container decorating business) I've used the paint from Tower Paint Co. and found it to be very good, as aerosol paint goes.
