I can only hazard a SWAG on your rumbling problem. This is what the
bypass valve is supposed to address; When decelerating using the engine from
high RPM with the throttle closed, the bypass valve reduces the manifold vacuum
by bleeding air around the butterfly. This is supposed to prevent popping in
the exhaust.
So my response is: Have you tried adjusting your bypass valves?
As for your starting problem, I can't tell from your note if it refuses
to crank, or if it cranks but won't fire, or both.....
