I ended up just prying up the corners of the securing plates and tucking the
rubber underneath. Not perfect, but better than hanging free.

Fitting these plates and the dust boot, can be confusing, if you do not
have any reference material, ie. a manual (Bentley or Haynes), or the
fine article by Mr. Reidel at the Buckeye website
(http://www.buckeyetriumphs.org/technical/Brakes/Rear/Rear.htm).
The Buckeye site has great photos to help you see the orientation of each
part as you fit them.
As you will see, the rubber boot goes under the locking plates.
The last bit is not real easy to fit, but it will go.
