 Even before any recent changes, there is no restriction to drive an antique registered car in PA after dark as long as you lighting meets current standards. This has been true for at least the last 25 years if not longer. Many people do not  understand this and stick with Classic plates.

 I looked into the after dark driving in PA in the past, and this statement "used" to be there.... 
  Antique vehicles operated exclusively between sunrise and sunset are exempt from the normal lighting  requirements of the Pennsylvania Vehicle Code, but must have their original lighting equipment.   
  It looks that that statement has now even been removed from the code, as I am unable to find it anyplace on PennDot documents... 
  Here is what I think is the current document that mentions nothing about driving after dark.. 
    USE OF ANTIQUE, CLASSIC AND VINTAGE REGISTRATION PLATES The use of antique, classic  and vintage registration plates is governed by Section 1340 of the Pennsylvania Vehicle Code, which states: “It is unlawful for any person to operate a motorcycle or  vehicle with antique, classic or vintage registration plates for general daily transportation. Permitted use shall be limited to participation in club activities,  exhibits, tours, parades, occasional transportation and similar uses.” Occasional  transportation and similar uses are defined as no more than one day a week. Although buses and trucks are eligible for antique, classic and vintage registration  plates, buses MAY NOT be used to transport passengers and trucks MAY NOT haul cargo. Antique, classic and vintage registration plates are not available for motorized pedalcycles or motor homes.
