I had the same issue when I did my car. The "cage" is a piece of sheet metal with four sides folded down to hold the nut. Two are spot welded to the car body, the other two are free floating. These two are closer to the nut but will flare out allowing the nut to turn. I had success using a pair of Vicegrip(R) pliers clamping down on the two free sides of the cage and capturing the nut in that way.
Be sure to soak them with penetrating oil as the real culprit is rust.
BTW, the body shop replaced quite a few of those during my restoration. I reassembled with anti seize so the next guy will not have that problem.

Its actually pretty easy if you don’t make one mistake – the little compression fitting on the end of the stator tube will stop you from pulling it up and out if you don’t remove it!!! we pushed the tube back out, saw the fitting, removed it, and out came the stator tube
The body is now off the frame and we are moving towards paint prep on both.
