[TR] TR2 gas tank repair/cleaning

I have a 1954 TR2. I redid it about 12 years ago, and it ran great. Unfortunately, I had some health issues, and it sat until recently. I am redoing all of the brakes, clutch cylinder, carbs, fuel pump, etc. I found thick black tarry stuff in the sediment bowl of the fuel pump and bottoms of the carbs. I removed the gas tank, and it appears the same stuff is in there. So, I am attempting to clean out the gas tank. I used muriatic acid, low dilution, and now there are sheets of rust like material coming lose, and the black stuff seems to still be in the bottom. I would like to have it dipped in a hot tank, but can't find one in California (where I live) or Reno NV.
Does anyone have any suggestions? Either a hot tank business in CA or NV? I have thought about taking it to a welder, have the top cut off, sand blasted, and then thee top re-welded. The tank is original, and appears to be solid and in good shape, except for the black stuff. The are no pin holes, and doesn't leak when filled with water.
Thoughts?
