I agree with Frank, it seems quite a jump to say you need new carbs or a
rebuild, the carbs will work fairly well even if worn or poorly adjusted.
Torn diaphragms can be an issue, but doesn't sound like it matches your
symptoms.
Could the choke (enriching lever) be stuck or not adjusted right? Or a
float bad or float needle stuck as suggested? If crud gets in the carbs
needles can stick whether the carbs was rebuilt or not, old gas tanks and
fuel lines are sources for crud. These are all fairly easy fixes and far
short of a carb rebuild in parts and labor needed for the fix.
As noted, worst case could be head gasket or internal engine but in my
experience problems like this are usually a simple fix (once you figure out
what needs to be done).
